Before the introduction of alternate artworks in 2017, there were the first full art cards which changed Pokemon cards forever. Introduced in 2011, these became the highest rarity tier so far. Top cards from these sets were only around 1 in every few hundred packs. These cards have the dynamic artwork similar to the modern arts but they technically were not alternate artwork, but they paved the way for them. These are some of the most undervalued grails in the entire hobby!
